Vendor Approval Guidelines

Vendor must provide educationally appropriate goods or services, not readily available from an already approved vendor.

 

»What is educationally appropriate?  Vendor must provide goods or services that further the educational goals of a public school student.  Golden Valley Charter School (GVCS) may not provide anything of value to a GVCS student that a school district could not provide to a similarly situated student.  This does not mean GVCS will provide all materials or programs available from a particular local school.  GVCS ESs, GVCS administration and the GVCS Board have final say in what items and services will be made available to GVCS students.

In addition, not all items available from an approved vendor will be available for public school use.

 

»What is readily available?  If a desired product or program is available from an already approved vendor, every effort should be made to secure said product or program from the already approved source.  If the desired educational activity/service is available from an already approved vendor relatively close in distance to the student’s home, then the already approved vendor should be used.

If a vendor offers unique materials or programs not available from an already approved source, the vendor approval process may begin.  If there is no vendor nearby the family’s home who already is approved to provide a desired, educationally appropriate service, then the vendor approval process may begin.

 

Vendor must be willing to fill out paperwork to achieve approved vendor status.

Vendor must be willing to accept purchase orders.

Vendor must be willing to invoice for goods and services, after the receipt of said goods and services.  This means that GVCS does not pre-pay for classes.  Vendors must bill at the completion of the class session or on a monthly basis.  Vendors will only be paid after the service is performed or the goods are received.

Vendor must be open to the public.

School funds cannot be used to purchase any religious materials or services for a student. This includes instruction, books, tapes, CD’s, etc. If these items are ordered and filled the merchandise will be returned to the vendor.

 

Specific requirements for service vendors:

Vendor will bill monthly for services.

For California vendors: Vendor must have requested records from the California Department of Justice as authorized by Education Code 45125.1 for all applicants, employees and volunteers that may have supervisory or disciplinary control over a minor. In order for a business to request records (via fingerprinting), a business must be an “Applicant Agency” and have an ORI # with the California Department of Justice. A business who does not meet this requirement will not be able to be a service vendor for Golden Valley.  A business wishing to establish as an “Applicant Agency” with the California Department of Justice in order to be authorized to submit background checks as a contractor may do so by contacting the California Department of Justice at 916-227-2720 or by accessing application forms on the following website: http://caag.state.ca.us/fingerprints/agencies.htm 

 

For Non-California vendors:  Vendor must have requested and obtained criminal background check information records from an authorized agency of the state in which it is located or operates for all employees or volunteers that may have telephonic, electronic (including email, facsimile, or internet “chat room” discussions) or other contact with any student of GVCS.

Vendor must hold and provide a copy of a current business license.

Vendor must hold and provide a copy of a current certificate of liability insurance for a minimum of $1,000,000.
